The establishment and testing of support mechanism for the integration of national minorities into labour market


 




The situation of national minority labour market is as follows: high level of unemployment, social disjuncture, new social disjuncture groups of unemployed persons, the lack of support for employing the most socially assailable groups of unemployed persons, insufficient involvement of employees in solving the problems of unemployment, and finally, the needs of formation of labour force. It is significant to note that unemployed representatives of national minority groups have lower education, have no proper professional training, and are passive as far as involvement into labour activities are concerned. The lack of knowledge of state language (Lithuanian) is also one of the key obstacles for persons belonging to national minorities to gain professional training and find a suitable job.



DP‘s common objectives:
to establish and test the support mechanism for the integration of national minorities (residing in the territory of the Republic of Lithuania) into labour market as well as to create co-operation networks by implementing the networks, human resources and influence of national minority non-governmental organizations.

To seek the above mentioned objectives the following tasks should be put into practice:

» Implemented the mechanism for the integration of national minorities residing in the territory of Lithuania into labour market as well as established co-operation networks of NGOs that directly take part in the integration process.

» Raised qualification of NGO personnel that take part in the integration process.

» The mechanism for the integration into labour market has been tested by employing 40 representatives from national minorities.

» The impact on the political basis has been exerted by presenting the proposals to politicians to improve legal framework and also on practical basis by disseminating the progressive information campaign, based on the results of the implemented Project.


Target group: national minorities.
During the 1st stage the following steps will be put into practice - to form DP‘s managing team, to assure the publicity of the Project implementation, to select the employees responsible for a concrete sphere, the sub-contractors and external experts, to revise the composition of DPs as well as to design a detailed working programme for the 2nd period, to draft and sign the DPs Joint Activity Agreement. Besides, the selection of transnational partners, the preparation of the Working Programme for transnational co-operation and signing the Transnational Activity Agreement are envisaged during the 1st phase.

The following activities are foreseen to take place at the 2nd phase: to implement the Working Programme, together with transnational partners to establish the support mechanism for the integration of national minorities into labour market, to form the methodology of development of co-operation networks of organizations involved in the integration process, to find and provide training for Leaders and Patrons, to establish co-operation networks and test the efficiency of the (support) mechanism for the integration of national minorities into labour market. Moreover, to analyse the process of integration of national minorities and to conduct the information sharing on the results and experience of the Project, to identify legal acts that require improvement, and finally, to exert influence upon political basis are envisaged in the 2nd phase of the implementation of the Project.

 



Expected results:
equal opportunities will be created for national minorities to get access for professional training and participate in the labour market. In addition, the social isolation will decline


Expected effects: n
ational minorities will participate more actively in labour market, the activities of national minority NGOs will improve, the negative stereotypes concerning national minorities that currently prevail in public society will gradually diminish, and finally, the social tension and social disjuncture will fall into decline.
